That's not what theyre talking about
But "turning wasted heat into electricity" is not what the
article talks about. It talks about "deriving heat from the
environment", which is either complete rubbish or very badly
worded.

Incidentally: Using the heat produced by a computer chip to
recover electricity is a slightly funny concept:

1. Some people currently are doing the reverse, i.e. use even
more electrical energy to cool the chips. If you look at
Peltier cooling, you'll find the exact reverse of the Seebeck
effect used.

2. Improving efficiency of the electronic circuits used and
reducing the waste heat produced in the first place is probably
a better idea, as the amount of energy recovered by
thermoelectricity will not exceed 10 %.
