I believe what they are talking about is taking advantage of small temperature diferences to create a considerable amount of energy. According to the wiki mentioned the Seebek effect takes advantage of the fact that "metals respond differently to the temperature difference, which creates a current loop, which produces a magnetic field" and from that current is generated. So even if the current room temperature is 30?C the metals have a different temperature depending on its composition and "The voltage created is of the order of several microvolts per degree difference." It kind of makes sense to me to say it is created "out of thin air" , take a look at the wiki: http://en.wikipedia.org/wiki/Seebeck_effect#Seebeck_effect
