This will not work.

It can be proved by the Bernoulli equation and it is actually less efficient. Adding another process is never 100% efficient and the energy saved could be offset by saving it somewhere else in the process. Not only that, it adds complexity and costs of another system.

All they have to do is reduce the pressure to begin with by save electricity so that wasted energy doesn't have to be reclaimed later by the inefficient process to begin with. Looks like they have pumps that are too large or too numerous that are overfilling the reservoirs. If less reservoirs are filled, you will have less supply at the head and get your desired pressure drop and save electrical energy that can go to the people. By the way 45 psi is only slightly higher for 40 psi is normal at the tap no matter where I lived. Unless they have 1 water tower a 1/4 mile high, this will not benefit.

Quit deleting my posts that never attacked no one or used profanity. I believe in windpower so there is no political reason to delete them. I just think this will not work and there are politics involved instead of solving the problem on a mass scale.
