True, but...
Like regenerative breaking produces higher gas mileage, it gets some of the cost back. And, of course, it isn't always true that the pressure solely comes from pumped water. In mountain areas the y water can come from reservoirs at higher elevations.

Also electric rates can be cheaper at night when they pump the water up to gravity based water towers and sold during the day when demand is higher. That reduces cost.
