What a scam!
You have to ask yourself what pressurizes the water in the first place...pumps, massive pumps!
And what drives these pumps...electricity.

So in short, you use energy to get the water flowing under pressure (and pumps are not that efficient), then you use this built-up energy in the water to re-generate electricity.

The water authorities would be better of reducing the flow or pressure in the first place (or use a more energy efficient process).
