Not exactly a scam
It all depends on how the water is pressurized. In the western states, the water is pressurized by gravity; the reservoirs are in the mountains. In the plains states, the water gets pressurized by being pumped into towers.

So, this could make sense in water facilities in the mountain states, and it might work as a way to get some of the spent energy back in states using water towers (effectively increasing the pumping efficiency).
