I don't think that's what he was suggesting
Basically, there are enough scoundrels out there who are patenting things like RJ45 connectors which are already patented or patenting soldering two wires together which is in the public domain that if these guys were prosecuted for fraud and toss in jail for a couple of decades the rest of the scum might decide it wasn't all that profitable to try and slip one past the Patent Office.
