One of 2 things will happen.

1) People who want to buy MS OSes will pay more for the whole PC. - in which case MS benefits.
2) People will realize that the cost has gone up, and move to an Open Source alternative. - in which case MS loses.

In my not so informed opinion, it seems like they are trying to force Open Source to become more popular as a means to punish MS. I'm not sure that should be the way to foster competition.
