Here is what that really says....
Linux is so unpopular and hard to use, a government trying with all it's power can still not shove it down the end user's throats. If they wanted to run linux, they would have downloaded it already. Wake up. The fine citizens of the EU and the nether regions of the world, such as New Zealand, just love Windows. The vast majority of these people look upon Microsoft with great reverence. They look to them to provide innovation and the systems they rely on at home and at work. This decision will have the opposite effect since most people of the EU are not happy with the way power is given to governement entities, so they will rebel by buying more Microsoft products than ever.
