It's true, sounds funny but they have the plans. the concept it you'd have a cable system running up to a platform in orbit. Any space vehicles would be built in orbit.
The problem is launching rockets is too expensive and a resource hog. The Shuttle is just a rocket too but only partially reusable.
Also as for the shuttle being a astronaut killer look at how many died in rockets.
Really what they need to do is find something that can use the gravity to propel you into orbit. To bad they don't know what causes gravity. They do know it has something to do with mass but not exactly how it works and there are tons of theories but no actual proof.
