Clarification
In my last paragraph, I should say that all nuclear reactors produce plutonium. The issue is that American reactors are designed to produce plutonium that is more easily converted to "weapons grade", rather than designing the reactor to produce "reactor grade" plutonium, which is much more difficult to convert into weapons grade material. An example of such a reactor design is the "CANDU" design used in Canada. According to the "Canadian Nuclear FAQ" (http://www.nuclearfaq.ca/cnf_sectionF.htm), it would take 100 spent fuel bundles of spent CANDU nuclear fuel, weighing over two tons without shielding to produce enough weapons-grade plutonium for a single bomb.

I think that if we require all new commercial American reactors to produce reactor-grade plutonium, that in itself would make it a "safer" design.
