In Disneyland maybe, anywhere else it's maybe 10% on budget and only those that don't involve IBM, Microsoft, EDS, CACI, SAIC or BearingPoint.

Anything involving MSFT products you can safely pad the estimate by 30-35% and then, maybe, you'll be somewhere close to the actual cost. Given the caveat above about who is doing the installation.
