Is this a problem?

What would you conclude if only 1% exceeded their budget by more than 1%?

Me, I'd conclude that someone had padded the budget outrageously.

What would you conclude if the overwhelming majority came in within 5% of budget?

Me, I'd conclude that they not only padded the budget but made sure to burn the excess, just as Government agencies make sure that all of the previous year's budget gets spent to guarantee that they don't get a cut in future years.
