Bogus Numbers
Let me tell you how it works. IT workers have project work and operations or other work. So the number they report on project work can and is a matter of negotiation. The amount of fudging is a function of how much control the project manager has over the reporting.

There is a lot of gray area here of course. If you work up code in a day that the next day you decide to through out, is that chargeable to a project, or do you count that as a lesson learned and part of training, or was that code bad because you were ill - perhaps thats a sick day - that kind of thing. But bottom line, until the reported hours are removed from the project manager's oversight, the hours will reflect that manager's wishes and the desire of the talent to work with that manager in the future.

This article is timely owing to my reporting that Siemens workers have been encouraged to over bill for work done on the Apple version of Microsoft Office 2007.

Microsoft is faced with extension of the penalties that were to expire soon involving its attempts to protect its core products from the Java threat. Microsoft, was and I believe still, is the largest third party software developer for the Apple platform. So it has influence over Steve Jobs. Influence that it likely used in getting Jobs to forsake Java on the iPhone, with threats of delay in minting Office 2007 for Apple. The delay of Office versions for Apple is an example of abuse of Monopoly power.

To create plausible denial, Brad Chase had at least two explanations for delay other than continued antitrust violations.

The first was the shortage of H1-Bs. Siemens provides workers to Microsoft for Apple projects and I suspect more than a few of those are not US nationals. Second, Brad Chase has numbers billed to the Office 2007 for the Apple projects. I suspect those numbers have been inflated so it appears that Microsoft is trying to expedite rather than delay - for influence peddling purpose - the Office 2007 for Apple software.
