You must be joking...
The top marginal tax rate here in the U.S. is 35%. Those people that hit the marginal tax rates of 25%, 28%, 33% and 35% would love to have a flax tax of 20%. It's the politicians and the poor that would revolt. The people that currently pay the 10% and 15% marginal tax rates would have a fit. Also, politicians wouldn't be able to modify our behavior or reward contributors by the tax code.

Face it, the tax structure is kept intentionally confusing by both parties. That way, they can make changes to the tax code that have wide ranging effects on how businesses and people run their lives, but without passing a clear cut law that everyone can understand.
