What about the law of diminishing returns?
It's not paying the taxes that's the problem. It's the fact that when one drops, another increases and there's nothing tangible to show for the revenue collected.

Leave it to someone to dig up an old law to justify collecting more taxes... Like Bible verses, there's an old law that will cover any eventuality.
