EU IT shortfall?
I wonder if they have experiencing the same "shortage" that the US is experiencing.

"Shortage" in the US means a shortage of IT people willing to work for cheap. There are LOTS of qualified IT people in the US. Some are overqualified, but willing to work for less. Some never get the chance to interview. I've done both.
