Um, I think you may have missed my point...
It is a FACT that neither the FBI nor the CIA had the whole picture. If they had, they would have moved to prevent the slaughter, or else we would see some criminal indictments being handed down.

Now, WHY they didn't have the whole picture may well have, as one of its components, (and I agree with you on this) the fact that ?the government went on vacation and didn't want to be bothered with the real world,? but it DEFINITELY had, as a MAJOR component, the ignorance of these two agencies so that the wheels in charge could have ?plausible deniability.? The fact that the CIA director has had to fall on his sword demonstrates that this is what they were doing and, in his case, that it didn?t work.
