Ax has a point, but not a good example...
Try this:

You wouldn't want to second/multiple source your police protection, otherwise you get a Keystone Cops affect whenever you have a bank robbery in your neighborhood. (Is that my jurisdiction, is that yours, is the bad guy moving from mine to yours, or from yours to mine?)

A real world example would be the intel fiefdoms the FBI and the CIA created which meant nobody had the full picture about what was going to happen on 9/11.

Does that work better?
