A widespread mutation begins with a single or very few individuals. Not a good exemplar.

But you do have a point about NASA being inefficient.
First problem is the lack of funds. NASA doesn't make a profit, and it's as true in the space program as anywhere else: having resources is better.
Second problem is no market. NASA can do what it wants without the check of whether people think it's useful or not. As you know, without a great deal of expensive marketing study, all it's possible to do is what seems obvious or beneficial to humanity.

Open source software has the same problems. Where's the competition on the Unix side?
