Not always true, there are many issues to consider.
A good example would be NASA. They don't have second source vendors for the space shuttle and yet they seem to be doing just fine.

The point being the more complex the problem/opportunity, the more focused must the vendor be and that leads to eliminating any second source. Can you imagine a new vendor spending the money to design and build a space shuttle so he could be a second source for NASA? I can't.

One also must consider that when an IT department makes a decisions on any given product, they are picking the best (or at least they should be) code for the job. A second source means using the lessor product, how ever you determined better or lessor.

Yes, it's easy to sit around and say having a second source is good, who can argue with that? But doing it at a reasonable cost is an all together different thing...
