More of a usability issue
It's true that some technology is more centralized than others, but what drives adoption is how easy it is to use. Thousands of people buy Wi-Fi AP's but never turn on security because they don't have the time, skills, and/or inclination to figure it out. Linux for the desktop has not yet caught on because it is perceived that you need to have a do-it-yourself mentality to get it working with your particular computer.

So, we'd need a security operating system that essentially configures itself to be secure. One day, we might have SW that smart, but at this point, we'd need a central provider who could configure the OS so that it is secure for everyone. Oops, we're back to the central control problem.
