Ballot Papers
In the UK we have (with a few exceptions) ballot papers. The ballot is supposed to be secret but each ballot paper has a serial number which is written in the voter register when you collect the paper.

An unscrupulous government could, therefore, find out how a voter votes. The papers are supposed to be kept sealed after the count and only accessed in certain circumstances - really no deterent to those in charge with evil intent.
