Actually, most folks will plug their cars in at every opportunity, particularly those who have a relatively long commute to/from work, and as the battery packs age and become less efficient.

In most locales, peak consumption doesn't significantly drop until around 9pm, after all the dinners are cooked, the evening load of laundry is dried, the a/c has had a chance to catch up after the heat generated in the kitchen, etc. But, most people arrive home between 5:30 and 7:00, at which time they'll plug in. Who wants to wait and go back out? And, heaven forbid you forget to go back out and have a dead car in the morning, if you do decide to do it that way. One time and you'll likely start plugging in when you get home.
