A few things to note
-Maybe not in the USA, but in some countries it is already above the $6 mark. And with gas prices constantly on the rise, I think we'll hit that mark eventually.

-There are other costs associated with owning an automobile such as maintenance. An electric motor is much simpler than a gasoline engine, and will cost a lot less to maintain. Many regular maintenance costs such as changing oil are avoided for an electric vehicle.

In addition, it's not like there aren't $30k cars to compete with. Cost varies a lot depending on what make, model, and options you get. No, they won't be competing too well with $15k cars, but they'll compete fine with $30k cars.

In addition, I'm sure if they become popular that mass production will lower the costs. Okay so the first ones will be $30k - but I can easily see comparable $15k electric cars coming out eventually as the technology matures and mass production takes hold. I don't think they'll stay $30k forever.
