Not in USA
The infrastructure, all the towers, the laws and regulations, for the most part everything, is already in place for WiMax from sea to shining sea in the USA. I was informed yesterday that the less than < 1 Ghz spectrum will remain the public dot commons (for the most part) and expected news stories confirming same yesterday.

The reason is compelling. Lets review. Interactive TV is provided today by < 1Ghx wireless broadband for receive and by universal telephone access - wireline and email for send. So today I watch "Ask the Governer" and can phone in or email in my questions and comments. Those without a way of emailing or phoning can at least watch because the < 1Ghz broadband is from sea to shining sea. This infrastructure is fundamentally a mechanism of democracy. It is being replaced by Web 2.0 which provides the same kind of read write mechanism but as of yet does not come close to providing universal access.

Universal access to the mechanism necessary for our form of democracy will be provided by using the wireless broad band spectrum currently used for receive also for send. The reason this spectrum is preferable to > 3ghz spectrum involves the fact that < 1ghz spectrum requires fewer towers and is fully mobile. It also passes through buildings.

Of course multi-national corporations invested in wire-line (cable) and > 1Ghz infrastructure are not going to be able to recover their investments if WiMax is turned on in 2008 as it will be. The election year requires this. Corporations who do not get out of the way will be viewed as enemies of the USA on par with AL Qaida. In fact any multi national corporation that bribes government officials into selling the < 1 Ghz spectrum, even if intentions regarding the USA are good will eventually be taken over by Al Qaida. So important are these air waives to the security of our nation.
