It's Management / Personnel
When the people who decide how much money you get, what promotion you get etc. don't understand what you do all day, you have a problem. I used to work for the federal govt. The personnel dept. there values things like "meet and greet" which is how many high level managers you meet with or report to. They have no interest in what computer languages you know. They are just as impressed if you change the background color of their screen as they are if you write a program with 50 subroutines that all work. And, if you are a woman, it's 10 times worse because a lot of your male coworkers are hostile with the social skills of toddlers.

I work for myself now.
