PAV should be vertical take off and landing
What happen if the traffic jam is getting worst that we find it difficult even to drive to a nearby airport within a few miles?

The arcraft parking lot is also very expensive, so PAV should also be roadability because once people reaching a landing area at the destination, they will need to drive to their final place.
