OK, let's take the whole thing at face value and assume that those dingle-berries in Washington get this passed exactly as they say they want it.
Will it work?
NO. Sure, you'll get a lot sex offenders to register, so they can continue to experience a growing level of descrimination against them even after they've done their time. But let's face it, you're only going to catch the very dumbest of the dumb with this database. Personally, if I were looking to do a crime, I would avoid using my registered identity, or I would not register at all.
So the net effect of this legislation is that a lot of stupid parents are going to walk around with their heads in the sand believing that the internet is a safe place for their children to play unattended.
Which come to think of it, is what got us in trouble in the first place.

I'm just curious, out of the thousands of sex offenders that Myspace booted, how many had even a single complaint against them for inappropriate behavior? Ya know, pedophiles do other things with their time and Myspace isn't just for kids.
Just sayin.
