It's both
Motorcycles don't ignore traffic rules, but some motorcyclists do. So do bicyclists, pedestrians and, yes, car drivers.

The shorts and flipflop wearing crotch rocket riders (squids, as we call them) do tend to drive especially stupidly and I have no sympathy for them if they get themselves run over, but responsible bike riders still have to deal with oblivious car drivers who often break traffic rules out of ignorance or because they are just plain not paying attention. Yesterday I was almost run over twice, I was taking back roads to work and in both cases the car drivers ran stop signs because they weren't paying attention (they said they didn't see me, but that's no excuse for not even coming to a stop!). One of them looked like he was stoned/extremely out of it, and the other was, of course, busy chatting on her cell phone.

The only reason I survived both encounters was because I was driving conservatively and on high alert, which you must always be when you are on 2 wheels. But you should be on high alert no matter WHAT you are driving. Whatever you drive, you're either in a death trap, a killing machine, or both.
