The effectiveness of any law depends on public buy-in and voluntary compliance (this is particularly true of taxation and franchise monopolies), so it stands to reason that a copyright regime with little or not apparent public benefit cannot endure for long because it will have little or no public support and because it has become trivially easy to make high quality copies of most materials.

Thus, if you really believe in copyright and want it to remain effective, it becomes necessary to deter the extremists out to maximize the benefit to copyright holders to the detriment of the consumer. Otherwise, it will go the way of the 55 mph speed limit.
