Public Safety
This is drifting off topic, but traffic citations are justified on public saftey grounds... but the enforcement has gotten really lazy.

Seat belts reduce the severity of injuries, but you are correct in this being a Nanny State issue. But seat belts also help you stay in control of your car during otherwise minor accidents. If you are clipped by someone changing lanes, you stand a much better chance of avoiding a major pile-up if you are still in the driver's seat. Note that this justification does not extend to airbags. It should be a feature you can choose to pay for or not.

Traffic cops are supposed to pull people over for all sorts of traffic violations from speeding to reckless driving to DUI. It is much easier for the cop to sit in a speed trap than it is for him to cruise looking for reckless drivers. By being picky about speeding, they can write about the same number of tickets. The problem is about enforcement, not the traffic laws themselves.

I know that many communities view traffic citations as a revenue stream, so it makes sense that they would gravitate to the cheapest/easiest violations to enforce. Someone needs to get a class-action lawsuit filed on this uneven and unfair enforcement.

(Then we need to abolish class-action lawsuits, but that's an argument for another day.)
