The 'MADE in USA' label is made in China!
Part of the problem is that there is a profit motive involved (shareholders want profit, consult No_Ax postings on shareholders). Shareholders are the ones that count here; labor can be found anywhere (and that can be moved anywhere around the globe).

The current situation is that a company wants to reduce costs to compete with other companies in the same market (but all over the world).

Intel and AMD manufacture chips in various parts of the world in order to reduce costs.

Microsoft has developers all over the world (Redmond, WA, Silicon Valley, CA, India and Russia).

Airbus and Boeing have parts made all over the world and bring the finished product to one place for final assembly. All this at a somewhat reduced cost!

Due to the installation of high-speed telecom lines, many things can be done remotely (automation) and the actual operator (for many sites) can be in an inexpensive country sitting and watching for problems. They can also fix the problems remotely, thus reducing the need for expensive support staff!

This all means more profits for corporations and shareholders (the people who really count)! A way to think about this (to use a No_Ax metaphor) is that techies (systems administrators, engineers, and the like) are are equivalent to janitors. (Check via google for the quote.)
