I'm not sure what you're trying to say, but I'd guess that the icons were made in Illustrator or Inkscape, and that the file format is probably PNG or SVG.

And while the icons in AppMarks are very pleasing to the eye, they're not really that complex: You've got the basic icon on the bottom layer, with a rounded rectangle and a semi-transparent circle (clipped by the rounded rectangle) on top. Pretty simple graphically, and looks very nice happy.

BTW: The patent on GIFs in the USA expired in 2003, and worldwide in 2004. The GIF has been free for 3 years.

PNG is, however, a superior file format and is seeing an increase in usage, especially since it doesn't have the 256 color limitation and therefore won't show ugly dithering. So it's still growing in popularity, with GIF becoming outdated.
