Fine and dandy
If the RIAA has such a problem at the universities, then the solution is simple:

1. Create a system that can readily identify which file-sharing is illegal.

2. Pay for its deployment and operation.

Oh - can't do it? Then don't expect others to do it for you! (and pay associated costs on top of that. The only good thing about this is that with what the politicians are costing them, and the dropping revenues, eventually they will go away...
