That isn't the same thing
Universities already have security forces in place to deal with campus security. They have a requirement to protect the well being of their students. That requirement isn't being driven by the music industries inability to solve the woes of their failing and outdated business model.

They can aid in enforcement of file sharing to the best of their ability. The point being, they don't have great ability in doing so. So should the education systems be required to pay and police something above and beyond the norm, which is the result of the music industries failing business model.

If the music industry needs help, they need to find the solution inside themselves, not push off the policing to other entities. Or let them pay for that EXTRA policing that is needed.
