I think these politicians are either choosing to ignore technical reality or simply ignorant about it.
Yeah, such communication over campus networks is rampant, but considering the sheer size of their networks plus the physical size of their campuses (many campuses are huge and have satellite locations), I would think any kind of stringent filtering would not only block out the illicit activity, but also slow down the legitimate activity to such a crawl. Remember, there is overhead in filtering. True it doesn't seem like alot to you and me, but add it up to a campus full of say 50,000 users, and you start to see some performance problems.
Let's also not forget that many interesting and successful experiments oftentimes start in these environments. Technology has advanced because of something that started as a school project and the students later went commercial with their product, or there are advances made in medical science nowadays because universities, pharmaceuticals, and research labs are all becoming closely intertwined through the internet, thereby boosting collaboration.
I agree that copyright material shouldn't be illicitly traded on any network or the Internet. But don't go singling out universities! Get to the root of the problem on a wholesale level. Clamping down on universities, when these kids can simply go elsewhere for another internet connection? C'mon... - Posted by: yyuko@...
