This isn't new
I don't know who this inventor is, but this was tried 41 years ago in an elementary school near Cape Canaveral. It was an experiment to see if it would help teach migrant workers (illegal aliens) and their children to read English. The experiment was apparently less than successful, otherwise this idea wouldn't be considered something "new and improved".

I agree that it's a pretty lame idea, even if you aren't colorblind. It's like trying to identify an old vinyl record by looking at the grooves, rather than playing it on your turntable. You might be able to develop the skill, but it's more of a party trick than something useful to the masses.
