The only thing that's going to restrict them to the truly best and brightest would
be to reduce the numbers, and increase the prices to market levels.

They should auction them off each month, with the bids being a combination of
fees for processing ($1K), conducting background investigations ($25K to $40K),
and pay for the guest-worker. So, let's see, compromise a little... the minimum
opening bid would have to be a little over $86K (processing + background check
+ average starting salaries for wet-behing-the-ears new grads).
