Change the fundamental nature of the visa.
Frankly the H1B is a stupid visa. You're only allowed to work in the company that sponsored you. This only benefits the company that hired you, and they can squeeze these employees, pay them lower salaries and consequently bring down salaries across the board for hard working Americans or force them to go elsewhere. This is bad for Americans, bad for foreigners, and bad for our economy, the only entity which benefits is your sponsor company.

Change the very nature of these visas. Issue visas based on qualification and work capabilities. The visa holder should be free to move to any other company he / she gets an offer from, but in the same field, e.g., telecommunications engineering. This will keep salaries very competitive, dissuade companies from hiring low paid workers en-masse from India and China, and give equal opportunities to Americans and PR's.

From the way these things are working now, it looks like the H1B visa is all a huge capitalistic ploy to screw hard working locals while the mega-corporates reap huge profits.
