How would your team find that info?
---Why are are you so stuck on having someone here find the copyright information for videos?---

Because it's a fairly impossible task.

---If I were in the business of posting copyrighted material (as YouTube is) then I would assemble a staff of people to research these items and handle it.---

How would they do this. Let's say a user posts a video of teenagers skateboarding. How will they find the copyright holder? How will they identify the teenagers? Is this a commercial video or a home video? Your team, like No Axe, would fail.

---Just because you seem to think that something may be difficult does not make the need for it go away. ---

Yes, but if something is impossible, you can't ask someone else to do it. The need doesn't go away, instead, the issue is solved by the DMCA, which has the copyright holder, the only one who can prove they hold such rights, volunteer that information to Google. Otherwise, you are asking them to do the impossible.

---Just because I may find it difficult to find out who owns the copyright to a photo does not mean I can skip that step and use it anyway---

True, unless you are an ISP. Then, the DMCA frees you from being responsible for what your users do on your service. So Google is under the law, not using the photo, someone else is using it on Google. That person is violating the law, not Google.

---And if YouTube is using copyrighted material (which we know they are) then they should have to pay for that material.---

Again, I ask you, which material is copyrighted, and which isn't? Answer--it is all copyrighted. Which material is used with permission and which isn't? You still haven't told me how you will determine this.
