Still working on the static IP allocation theory?
Once more, as you appear to be slow on understanding:

1) Most people don?t post on these video sharing networks from a company PC on a corporate LAN. You can?t go whine to management if they are not doing this sort of stuff at work.
2) Most IP addresses are dynamically allocated, be it a DSL, cable or Wi-Fi link. It is very hard to trace based upon something from a public wireless connection that is allocating for an area the space of San Francisco or Chicago or any other major business location that may have a public Wi-Fi network (which actually brings business to the city/county). It is very hard to track laptops that can be moved (just as a general matter of usage) from one network to another. Even using IP based Geo tracking can only give you an idea of the city that one is located, it does not narrow it down to anything beyond that. Many people, either in school, in business, on travel, or just reading news in a caf?, are using mobile machines, be they laptops or smartphones.

Geotracking can only go so far, though (as in, you can target a given audience for content and for statistical purposes) you may log the city or country that they are coming from. This then allows you to target content with a higher level of accuracy than just posting some content and tacking visits or clicks. That in turn gives you marketable intelligence. Even with that, you are still a bit limited in the amount of useful information that you can collect (host OS type, language preference, IP address at the time of visit, ?).

Very few people still use static IP addresses unless they have some sort of company or a web server.
