Only if Intel falls way behind will it lose in this battle. This is what happened with Netburst and frequency approach. Right now all Intel would need to do is keep parity or even close to it and they will win because Intel will make money and AMD will lose money. Without money you can't maintain R&D or deliver quantities that satisfy the OEMs. OEMs look negatively at shortages.

Note that the Barcelona design is just a server chip. AMD has not yet announced anything significant for the desktop while Intel has already shown plans for a number of updates to chip families.
