The Sixteenth Amendment of the United States Constitution, authorizing income
taxes in their present form, was ratified on February 3, 1913, by the required 36
states. Just do a simple search to verify--good grief!

The IRS is the collection agency for the US Treasury, not the Federal Reserve.
Where do you get such bad information?

Payments for federal income tax ARE made payable to the US Treasury, not the
IRS, but they will be cashed with either payee. Trust me, I've done tax returns
professionally for years.
