The IRS upgraded their "vacuum tube mainframes" almost 20 years ago. Most of their equipment is "state of the artless" today.

Furthermore, "vacuum-tube" mainframes were from the 1940's, not the 1960's. The IBM 7090/7094 employing transisters was introduced in the late 1950's. The IBM 360 series, employing miniaturized transisters was introduced in the early 1960's. IBM's competitors introduced similar innovations at about the same time.

It is Congress, spending hundreds of billions of dollars each year to support a myriad of socialist programs, that creates the need for additional tax revenues. The IRS is simply a collection agency, invested with Gestapo-like powers by Congress, so that they can insure "voluntary" compliance with our tax laws.

This is precisely what was predicted by the opponents of the 16th Amendment, while the proponents insisted it would never happen.
