The list of skills to qualify for American Market is considerably longer and diverse, for the American Market, it is impossible to qualify for all of those skills for a new system person, and they do not offer enough of the pay for the people that do qualify. When they advertise in India, they advertise for fewer skills and promise training if needed. That way they can claim that they advertised and could not find anybody in the USA with necessary skills.
The truth is that most of the companies have a very narrow requirement of skills for each job, since they have different departments to perform different tasks, so that they can offer lower salaries for the H1B visa people.
