Already on the road.
Not only are the jobs going overseas, but the production as well.
Companies that outsource their work overseas are going to see their jobshop become their competitor. Removing the limit on H1B would only accelerate that trend.
Consider this. If you are able to expand the labor pool beyond your own borders without restrictions (like H1B limits), then the supply will greatly exceed the demand. Pay rates plummet. This is great for business. Not so great for workers. A couple of things will happen at this point. The world at large will follow in the footsteps of the US and stay out of those jobs that require a huge commitment to education without any real payback down the road. And/or the employees working on the outsource contract will decide they can do better on their own and become a competitor to their former employer.
The end result goes beyond the loss of jobs in the US for citizens of the US. It ends up with the business, profit and all going overseas. Now you have a bunch of CEOs out of work.
So now you have a complete shift of expertise, education and wealth out of the country and the US has to fall back on being a provider of agricultural products and cheap labor.
All of these global market programs are going to lead to this shift.
