Not a bad proposal.
Especially this:

Because of all the exceptions which have allowed far more visas than permitted under the cap, the cap should be halved.

This should allow the companies to hire all the workers needed, while still attracting unusually talented and qualified individuals from other countries.

The program is now both an appropriate way to attract talent and a dodge to lower staff costs. This legislation, and subsequent legislation to close loopholes and perhaps halve the number allowed again, could be a solution to the problem.
