How early do you kids go to school?
West/East makes no difference as the sunrise is base on North/South. The further north you are the longer it stays dark in the winter and the longer it stays light in the summer. If you go far enough north it can be dark almost all day in the winter the reverse in the summer. At the equator it's 12/12 year round.

I live in Canada, north of the US the sun was still up by 7:30 in march after the change and kids didn't have to be in class till 8:30 or later depending on the school.
