Much to do about nothing
Windows XP and 2000 have a way to automatically synchronize to a government time server. There are other software that can also do this. Many Apple systems also include this feature...

For those who don't have an existing feature, it's just a patch in the operating system... the principal care is that the time adjustment takes place before other "time sensitive" programs are loaded.

Since date and time changes might become necessary again in the future, why not have the system's own clock start at zero, and get set by the initial loading of any time sensitive software?

For those that need to on line during the time change, well... here's the rub... another listener to be added to the system... or just bring it down momentarily, and reload the new time...

I guess the time and expense is in implementing when the implementation has to physically take place at thousands of user locations... requirement which shows poor planning in the first place... 20/20 rear view vision...
